Our Executive Board
We collaborate with leading academics and practitioners in transnational education (TNE) and teaching and learning through our regional Mentor scheme.
This initiative brings together local expertise with the rich knowledge and experience of UK higher education to support high-quality, contextually informed practice.
At TNE Institute, our Board Members play a critical role in steering the direction of our business. They are dedicated to ensuring that our strategies align with current industry trends and standards. Dr Cheryl Yu
Director of Programmes

With over 18 years of experience in international education across the UK and China, Cheryl combines her work as a practitioner and researcher to promote equitable and meaningful global partnerships for universities.
As an academic, Dr. Yu has published widely on topics related to international higher education, including a co-edited book titled as ‘Critical Reflections on the Internationalisation of Higher Education in the Global South’.Her latest collaborative journal article explores knowledge diplomacy and the impact of de-risking strategies on EU-China higher education partnerships. She also serves as a member of the Speciality Committee on Transnational Education of the Association of British Chinese Professors (ABCP).

Dr Mark Edwards
Director of Partnerships

Mark has spent over 15 years working in higher education. After completing his PhD at Durham University, Mark worked in trial management for health-based randomised controlled trials at the University of Bristol, and then went on to lead a number of large strategic and organisational change projects at the Universities of Bristol and Glasgow. He has an excellent understanding of university operations and process.
Mark transitioned into consultancy in 2023 and now works across the UK, Africa and Asia.
He has worked on a number of TNE-related projects in the UK, Singapore, and Middle East. Mark has over 20 peer reviewed publications and regularly contributes to discussions in the TNE space.

Professor Olgun Cicek
Director of Quality Assurance, Professor & International Higher Education
Professor Cicek is an international expert on higher education and quality assurance. He is a Committee and Board member on a number of international quality assurance organisations (including QAA, THEQC, TKTA, NVAO, AQAS, FIBAA, OCQAS, and BQA). He regularly presents keynote presentations at high-profile international conferences and advises governments and higher education organisations across the world.
Olgun has a truly international background, having worked in universities across 10 countries, and with governments and HE-related organisations in many more.

Dr Lindsay Jones
TNE Strategy, Planning & Business Development
At TNE Institute, Dr Lindsay Jones focuses on TNE strategy, planning and business development. She previously worked for Queen Mary University of London, Bangor University, and Manchester Business School.
Lindsay’s interest in international education began through ERASMUS Exchange Programme placements in Germany and the Netherlands. After completing her PhD, she held Postdoctoral Research Assistant positions in Ireland and the USA.
On returning to the UK, Lindsay joined Manchester Business School Worldwide, where she managed degree programmes delivered across the Caribbean, Hong Kong, India, Singapore and New York, while also supporting new business development in China and the Gulf region. In her previous role at Bangor University, Lindsay was responsible for the operational management of transnational education programmes. Her areas of expertise include TNE business case development, in-country registration and approval, strategic planning, financial modelling, due diligence, risk assessment and international partnership development.

Bola Ibrhaim
Regional Expert -MENA
Bola is a higher education policy and development specialist with over 15 years of experience across universities, multilateral organisations, NGOs, and consulting. He has held leadership, advisory, and consulting roles across diverse domains in education, bringing a distinctive practitioner–scholar perspective that bridges policy, research, and real-world delivery.
He is currently completing a PhD at UCL IOE, where his research examines the internationalisation of higher education and the impact of transnational education (TNE) in host countries and the Global South. A published author on higher education internationalisation and TNE, Bola’s work has informed sector studies, government strategies, and donor-funded programmes, establishing him as a leading Arab voice in global higher education.

Dr Yonghao (Leo) Wang
Digital Infrastrcuture and cyber security in TNE
Leo is an Associate Professor at Birmingham City University and an expert in networking and cybersecurity. He has significant experience with blockchain and decentalised communications systems. Leo is the TNE Institute's lead IT developer and advisor.

Dr Fawad Naseer (FHEA, SMIEEE, MBCS)
Regional Expert -Pakistan
Dr Naseer is Associate Professor and Head of the Computer Science & Software Engineering School at Beaconhouse International College in Pakistan. Dr Naseer oversees the multi-campus delivery of UK transnational degree programmes with the University of London, University of Essex, and Liverpool John Moores University, where he also serves as Lead Internal Verifier for the LJMU BSc (Hons) Software Engineering programme.

Professor Christopher Harris
China TNE Advisor -Leadership
Professor Harris is the former VP at XJTLU, China, and has extensive senior academic leadership experience from the Universities of Hull, Lancaster, and Liverpool (UK). Christopher is a dedicated Athena Swan assessor. Now semi-retired with part-time roles in Modern Languages at Lancaster University and in local government and politics at Lancaster City Council.

Nashif A.Razzak
Regional Expert: Sri Lanka, Nepal
Nashif Razzak is a Sri Lanka–based international education consultant, entrepreneur, and founder of multiple education-sector ventures, including Global Guidance Education Consultancy, Edvios.io (EdTech/CRM), and GEPT/Global Graduate Campus, a transnational education initiative.
With a rapidly growing presence in the South Asian education ecosystem, Nashif has established himself as a trusted expert in UK, Canadian, and Australian student recruitment, higher-education advisory, and institutional partnership development. His work spans student counselling, university representation, digital platform innovations, and large-scale education events.

Dr. Stella Huili Si
TNE Policy Advisor -China
Dr. Stella Huili Si is a policy analyst and researcher specialising in transnational higher education (TNHE) governance, partnership design, and quality assessment, bridging macro-level policy design with institutional implementation. She works as the Policy Analyst at the University of Manchester. She combines academic research with practice-based experience as the founder of StellaLink, translating governance insights into operational models for international talent development and cross-sector collaboration that have generated both academic and industry impact.

Dr. Gareth Morris
TNE Education and Leadership Advisor
Dr Gareth Morris, SFHEA, is a senior higher education professional with over fifteen years’ experience in transnational education. He spent a decade at Xi’an Jiao Tong-Liverpool University, later moving to the University of Nottingham Ningbo China, and has also worked for The Perse School (Suzhou). His publications and conference presentations address key issues in transnational education, including leadership and management, organisational behaviour, academic workforce motivation and satisfaction , as well as curriculum and materials design.

Dave Amor
TNE Data Analyst
Dave brings extensive international higher education experience to TNE Institute, with expertise in market intelligence, student recruitment, data strategy and transnational education, and he has recently completed his L7 Cert in TNE.
He began his HE career in Taiwan, where he studied Chinese and worked as an education agent, before joining INTO as Regional Manager in China. He later held senior UK recruitment roles and became Director of Market Intelligence.
Since 2023, Dave has supported HE organisations with international strategy, market research and effective data use, covering student mobility, recruitment channels, market diversification, pricing and TNE opportunities.
At TNE Institute, Dave supports data-informed approaches to TNE training and consultancy, helping institutions understand market demand, policy context and partnership potential.
He recently contributed to the British Council’s 2025 ASEAN 5 undergraduate recruitment channels paper.

Wang Wei
China Strategic Partner
Mr. Wei Wang is a distinguished leader in international education with over four decades of experience across government, industry, and global partnerships. He holds a Bachelor’s degree from Shanghai Jiao Tong University and a Master’s degree in Education (Training and Development) from the University of Manchester, UK. He began his career at China’s Ministry of Education, where he served for 15 years in senior roles, including Deputy Director, advancing international cooperation with organizations such as UNESCO, UNDP, UNFPA, and APEC. In 2000, he moved to the private sector, joining Ambow Technologies before founding Wiseway, which grew into one of China’s leading international student recruitment organizations with a nationwide presence. In 2008, Wiseway became part of East & West International Education Group (EWIE), a global education platform spanning student recruitment, pathway programmes, mobility, employability, and university partnerships. The Group was listed in 2016, with Mr. Wang as Founder and Chairman. Widely recognized in the sector, Mr. Wang also holds guest professorships at Sun Yat-sen University and Jiangsu Normal University.
Our Mentors and Speakers
Heather McClean
Heather McClean, SFHEA, is the Pre-sessional Senior Coordinator at University College London and formerly served as Education & Recognition Adviser at Queen Mary University of London. With over 25 years of experience teaching English to international students, she brings deep expertise in supporting Chinese students within UK higher education.
Heather has a strong track record in teacher training, mentoring, and designing staff development programmes. She is also widely recognised for her outstanding interpersonal skills and intercultural communication capabilities.
Professor Chris Harris
Professor Chris Harris, BA, PhD, SFHEA, FRSA is former Vice-President Academic Affairs at Xi'an Jiaotong Liverpool University in Suzhou, China, and Pro-Vice-Chancellor for the University of Liverpool (2018-2021). Inner Board Member, Irish Research Council (Ongoing).
Professor Olgun Cicek
Professor Olgun Cicek is a life-time learner and an expert on higher education studies mainly in internationalization, policy & development, accreditation and quality assurance areas. He is willing to explore new challenges and contribute to Higher Education institutions with his 25 years of teaching, research, accreditation and quality assurance experiences and networking in global higher education in Europe, Mediterranean, Middle East, Far East and in the USA.
Dr. Midya Yousefi
Dr. Midya Yousefi is an assistant professor in the Ed.D.and MA programs at Wenzhou-Kean University (WKU), where she brings over nine years of international experience in higher education and educational leadership. She holds a Ph.D. in Educational Leadership and Management and an M.Ed. in Educational Administration and Management.
Dr Yousefi holds strong track record of teaching and mentoring students from diverse backgrounds—including Malaysia, India, Oman, Saudi Arabia, Nigeria, Turkey, Zimbabwe, Bahrain, and China—Dr. Midya has cultivated a deep understanding of global education systems and cross-cultural student needs.
Dr. Eric Baumgartner
Dr Eric Baumgartner SFHEA is Executive Dean for the Faculty of Humanities and Social Sciences at the University of Portsmouth. He has over 20 years experience working for international, Russell Group, and Modern Universities in England and Scotland. Having originally trained as a Teacher of English as Second Language, Eric is passionate about the transformational role TNE partnerships can play for international and home partners. Eric worked in senior leadership roles at a Japanese branch campus in the UK for over 12 years.
Professor Christopher Hill
Professor Christopher Hill is Vice President Global Engagement at the Canadian University Dubai. Christopher is an expert in international higher education and TNE. He has worked in Malaysia and Dubai for almost 20 years and brings a wealth of experience and knowledge in both theoretical and lived experience of working in TNE settings. Christopher has published widely on TNE in a number of countries, including recent British Council reports on TNE in Nepal and the GCC.
Dr Mark Allinson
Dr Mark Allinson is APVC Learning and Teaching and Academic Lead for the Curriculum Enhancement Project at the University of Bristol. He brings a wealth of experience in curriculum design, inclusive curriculum and institutional oversight of learning and teaching. He is a world expert in social and political history of the German Democratic Republic.
Dr Wei Liu
Dr Wei Liu is an international education practitioner at the University of Alberta, where he works as TNE project manager. His work focuses on international partnerships, collaborative programmes and academic leadership development, particularly between Canada and China. He has also contributed to research and professional discussions on international and comparative education, including Chinese university leadership development and knowledge diplomacy in higher education.
With both practical and research-informed experience, Dr Liu brings valuable insight into how international education operates in real institutional contexts. His work is especially relevant to practitioners working in transnational education, global partnerships and China-facing international higher education.
Dr Amritesh Singh
Dr Amritesh Singh is an academic at the University of St Andrews, where he works as Programme Director for the MSc International Education, Deputy Director of Postgraduate Taught provision, and Director of Equality, Diversity and Inclusion. His work brings together international education, academic English, TESOL, inclusive teaching and postgraduate learning.
With a strong commitment to student experience and inclusive pedagogy, Dr Singh contributes to teaching, curriculum design and academic leadership at St Andrews. His work is especially relevant to colleagues interested in international education, inclusive curriculum practice, and supporting diverse postgraduate learners. He was also shortlisted in 2026 for “Outstanding Commitment to Academic Inclusivity” at the St Andrews teaching awards.
Professor Nigel Healey
Professor Nigel Healey is a leading scholar and practitioner in international higher education, with particular expertise in transnational education, internationalisation, higher education policy and university leadership. He has held senior leadership roles across several universities internationally.
His research and professional work are especially relevant to colleagues working in TNE partnerships, international strategy, quality, governance and the management of cross-border higher education. He is widely published on transnational education, including work on TNE models, risks and future developments.
Dr Nitesh Sughnani
Dr Nitesh Sughnani is a higher education leader at Dubai’s Knowledge and Human Development Authority, where he works on university quality assurance, ratings and the development of Dubai’s higher education sector. He has been with KHDA since 2008 and has held senior roles focused on higher education regulation, quality and institutional development.
His work is especially relevant to colleagues interested in Dubai’s growth as an international education hub, transnational education, quality assurance, student mobility and university partnerships.
Professor Emnet Tadesse Woldegiorgis
Professor Emnet Tadesse Woldegiorgis is Professor and Director at the Ali Mazrui Centre for Higher Education Studies at the University of Johannesburg. His work focuses on African higher education, internationalisation, regionalisation, decolonisation, student mobility and the transformation of higher education systems.
He has published widely on higher education in Africa, including work on decolonial approaches, South-South partnerships, higher education transformation and the future of African universities. His research is especially relevant to colleagues interested in international higher education, TNE, knowledge diplomacy and the changing role of universities in the Global South.
Dr Jiayi Wang
Dr Jiayi Wang is an Associate Professor and Acting Associate Dean at De Montfort University. Her research focuses on intercultural communication, transnational education, pragmatics, internationalisation, and teaching and learning in second or foreign language contexts.
Her work is especially relevant to colleagues interested in TNE, international student experience, cross-cultural communication, and how language, culture and pedagogy shape learning in international higher education.
Dr Anthony Manning
Dr Anthony Manning is Associate Dean International at Arden University, where he leads work on international education, global partnerships, TNE and internationalised student experience. He previously held senior internationalisation roles at the University of Kent and the University of Reading.
He is a Principal Fellow of Advance HE and a National Teaching Fellow, with expertise in internationalisation, pathways to higher education, English for Academic Purposes and inclusive global learning. His work is especially relevant to colleagues interested in TNE, international student experience, academic partnerships and internationalisation at home.
